The U.S. Embassy in Port-au-Prince is seeking an individual
for the position of Financial Analyst in the USAID Office.
BASIC FUNCTIONS AND MAJOR DUTIES OF THE POSITION
Under the General guidance and direct supervision of the
Supervisory Financial Analyst, the Controller and the Deputy Controller, the
incumbent contributes to the development and management of the USAID/Haiti
Financial Management Office and will carry out the financial analysis functions
for Mission programs. The incumbent provides financial advice and guidance to
USAID/Haiti regarding the financial soundness of project activities and
regulatory requirements.
QUALIFICATIONS REQUIRED

Education
A Bachelor’s degree in Accounting, financial management or
Business Administration is required.
Work Experience
A minimum of five (5) years of responsible experience in
professional accounting, financial management, auditing or business management
consulting is required. At least three years (3) years of this experience with
an American or international Development Organization or with a PVO is
required.
Language
English requirement : Level IV (fluent), spoken and written.
French requirement : Level IV (fluent), spoken and written.
Creole requirement : Level IV (fluent), spoken and written.
Knowledge
Must have a comprehensive knowledge of U.S. financial and
accounting principles, standards, practices, procedures and reporting
requirements.
Abilities and Skills
Five (5) years demonstrated financial management skills,
analytical and decision abilities to effectively carry out assigned financial
duties. Ability to evaluate financial aspects of activities and programs,
institutional capacities and capabilities. Adequacy of accounting systems and
internal controls. Demonstrated skills to adequately evaluate Host Government
PFM systems, processes and procedures. Ability to work under pressure, manage
crisis and make sound judgments.

The U.S. Embassy in Port-au-Prince is seeking an individual
for the position of Administrative Assistant (FM) in the USAID Office.
BASIC FUNCTIONS AND MAJOR DUTIES OF THE POSITION
The incumbent serves as the Head Secretary to the Controller
of the Financial Management (FM) Office of the USAID/Haiti Mission and
Administrative Assistant to the FM staff by providing key secretarial and
administrative support to the section. Manages the day-to-day operations of the
FMO by performing a wide variety of senior administrative and secretarial
support duties. S/He provides direct supervision to the other Secretary in the
FM Office ensuring that adequate secretarial support is provided to the
Controller and the other staff of the Financial Management Office currently
consisting of 10 FSN professional employees.
QUALIFICATIONS REQUIRED

Education
Completion of Secondary School and Secretarial studies
required.
Work Experience
At least three (3) years of secretarial and administrative
experience within an English-speaking organization, including two (2) years
with USG. Experience in using MS Word and Excel required.
Language

Creole requirement : Level IV (fluent), spoken and written.
French requirement : Level IV (fluent), spoken and written.
Knowledge
Thorough knowledge of standard office procedures,
correspondence practices and styles, and filing systems required. Thorough
knowledge of USG correspondence and filing regulations, procedures, formats,
and other requirements. Good overall understanding of the USAID Program and of
the nature of FM responsibilities and functions required.
Abilities and Skills
Level II English typing (40 wpm), with a high degree of
accuracy. Must be skilled in operating PCs, electric typewriters, fax and
imaging machines, and duplicating machines. Skill in using MS software
applications, including Word and Excel and Power Point in particular is
required. A pleasant personality, with tact and courtesy in dealing with high
ranking GOE and U.S. Government officials is required.
